[PLUG] User management not working

The user management on an Ubuntu 8.04 system seems to be broken.  Whether 
using the GUI or the useradd/usermod command line tools.  Both pretend to be 
working, but the changes don't "stick".

Used to work on this laptop.  Any ideas?
