I don't do web development (given my taste in aesthetics, millions of people ought to be grateful!), but if I had to, I would choose EWD (see http://mgateway.com http://gradvs1.mgateway.com/ewd/ewdOverview3.0.599.pdf and http://groups.google.com/group/enterprise-web-developer-community), perhaps with a toolkit such as ExtJS (http://extjs.com).
