I'm a fan of NearlyFreeSpeech.net.  They do webhosting, but also do
domain registration.  They're a very "no frills" service, and you have
the option of only registering domains through them ($8.50/year) and
having DNS and web/mail service be elsewhere.  Been a customer of
theirs for about 5 years now.
