It's a nice idea and it might even function for a limited number of
users, but the throughput has to be horrible.  The other problem though
is that first a connection has to be made to the internet for it to
offer access to the outside.

That being said, there is another usage for such a setup and that's
offering the ability to communicate with others nearby, which might be
even more important than internet connectivity.

Finally as a sort of question for Doug Crompton, how much throughput
could Amateur TCP/IP deal with now in an emergency?  I suspect Doug can
figure out why I ask this question.
