[PLUG] Perl in PaaS form - ActiveState acquires phenona

I had not heard of phenona (http://www.phenona.com/) before today but it is
being acquired by ActiveState (http://activestate.com).

It will apparently become part of stackato (http://www.activestate.com/cloud)
which I had not heard of either.
