Cheap switches probably don't speak spanning tree.  At least not the
cheap ones I've owned. :)

You could eliminate such switches from your network, replacing them
with better switches.  Alternatively you could monitor multiple
devices on the other side of the switch.  If they all go down, chances
are it is the switch, not the devices themselves.
