If you got a new kernel after running apt-get upgrade I'd try to reboot into the new kernel.  I'd try like brent said,

sudo apt-get install --fix-missing

sudo dpkg --configure -a


sudo apt-get -f install

Can you paste the errors?  Also, have you installed any other deb files that aren't in the repositories?

These errors indicate the reason your package manager is borked is either 32 bit or 64 bit chrome, it looks like you have both of them and whatever dependencies were installed from the chrome repository, like I said, disabling third party respositories is the first step to returning your system to a sane state, by default a stable build of ubuntu with no third party repos will not spit out errors like this on an install.
