The FBI planes are actual manned aircraft like twin engine Cessnas "owned" by shell companies, not drones.  The FAA would have a cow about large drones flying in FAA controlled airspace, unless we had another situation like 9/11. Doesn't mean the alphabet soup agencies won't try though! :)
