Microsoft does it (and not just on phones!). I'm not saying it's a non issue, I'm just wondering why you are only calling out Google about it.

according to this, Google Maps is on, tracking your location, even if you uninstall it. 'Fix' is to turn off GPS and use it only if/when you need it.
