If having a petty cash fund were desirable, and an individual was felt
to be responsible enough to hold the balance, a solution could be a
refillable prepaid debit card. Someone would have to be willing to
provide the bank with their SSN, and legally the balance would be
"theirs", but in practical terms the card could be passed on to the next
treasurer, along with the PIN. It could be used to pay expenses online,
and cash could be withdrawn at an ATM.
Not ideal, but something.
