Yes, KDE does seem to have lost its way in complexity. With KDE4, the
very last releases before they went to 5 weren't too bad--finally gotten
the kinks worked out. I use 4.13 on a computer at home.
It sounds like you like KDE3. In that case, keep using it! It's called
TDE and is a fork of KDE 3.5:

I have that on my laptop and it works well.
