Yes, it was the setcap cap_ipc_lock. But that turns out not to be a requirement to use hugepages.

The fact that some do and some don't is your greatest troubleshooting
asset. Exploit the differences.

List all the processes that exhibit the symptom, and in a separate
group list all that don't. Look for differences between the two groups.
Do various experiments to make a process switch groups.
