I think PiHole might still be your best bet. You can at least
set up some blacklists manually.
PiHole subscribes to 2 different lists of known advertisers. Did
you check to see if there was a separate list for morally bad
sites?

Howdy all,Parent of two teens and a tween, plus some coming up behind them. I've been struggling with how to efficiently and effectively monitor/constrain my kids' Internet access. We've used Circle on our Netgear router in the past, and I have PiHole set up on a RasPi4 to help with adware and malware sites. However, Circle has gotten worse since we got an Orbi -- it is inconsistent in what it blocks and it seems to really want to filter devices that AREN'T on the managed list.
I may have asked this before, but: does anyone have any decent (FLOSS?) technological strategies to, at the very least, monitor online behavior, if not outright help shape/direct/manage it?--
