[PLUG] Bugtraq is back!

Great news -- buqtraq is back!

Quick summary: bugtraq is a mailing list where people post security
vulnerabilities and patches. It suddenly stopped sending out messages
last February. On Friday there was an email to the list saying it was
being shutdown. But then on Saturday there was another email saying
they'd changed their minds.
