[PLUG] PHP contractor to help maintain a web application

I'm looking to refer a PHP contractor to a client who is looking to replace a
retiring PHP developer who built an application that uses these technologies:

The laminas framework, bootstrap, angular, Node.js, the grunt build
system, MySQL with foreign key constraints, and rest APIs.
