This can go beyond civil unrest.  People thrown into any emergency can benefit from the work of Mycellium Mesh.  In fact, it could also come in handy for more mundane purposes --  hyperlocal connectivity, for, say a neighborhood, small town, or village level information and communications.  It would be great if people would start adopting hyperlocal networks with no connection to the rest of the World Wide Web, and host only the information they need, and maybe a local copy of WikiMedia containing only local information, or information of common interest.  When the rest of the world gets disconnected, due to a disaster or careless backhoe operator, there is still some form of connectivity.
