You're not comparing apples to apples.

The cloud backup is an OFFSITE backup.  The backup to spinning rust is
an ONSITE backup that might or might not become an offsite backup at
some point in the future, which is likely more than a few hours out.

Also, odds are that your incremental backups aren't 1TB in size.
