I remember those terminals too, and they were indeed gorgeous.

I just gave it a try on iTerm2, a popular terminal program for
macOS. I honestly can't tell you if it uses smooth scrolling or not,
because the output of `ls` was so fast it was impossible to tell.

And I think that's the answer to why you don't see smooth scrolling
anymore. Modern terminals are so fast that if you tried to implement
it, you'd end up slowing down the output to an unacceptable degree.
