First thing is to use top(1) to find out whether anything takes CPU.

I think the specifics of "balanced" power plans are a matter of taste
for each distribution.  You probably get more comparable results with
"performance".

A powermeter is always a good investment.

What kind of laptop? Does it have Optimus (2 graphics chips that it
can switch between)?
