If I recall correctly, tcpdump uses the IP ID to determine for which probe the ICMP packet is a response.

Can you save the complete test in a tcpdump binary file?

tcpdump -s 2000 -w /tmp/dump.tcp

Send the file (gzipped if large) here, and we'll have a look.
