I can offer two options.

1) Appligent's offices in Lansdowne. Right across the street from the R3 train station, and also on a number of bus routes. We did a PADS meeting there. It would be tight for 40 folks, but I am sure we could manage. It also has network access (both wired and wireless!).

2) I have the keys to two synagogues in Center City. Either could hold 40+ people in their "meeting room". It is, however, an "unusual" place to hold a computer user group meeting and would require that NO FOOD OR DRINK be brought into the meeting. But I bring it up none the less.
