it does not "outlaw" it. but it does not directly address the issue.
the title of RFC 822 is "STANDARD FOR THE FORMAT OF ARPA INTERNET
TEXT MESSAGES". (not 'standard for all text messages').

RFC 822 specifies what is or is not a valid email address only
because RFC 2821 (SMTP) says that RFC 822 applies to SMTP.

there is no Internet RFC for UUCP, and Internet RFCs do not
(directly) apply[1] to non-Internet mail transfer.

*but*, if you were to think about it, with regards to uucp, 822
"does the right thing". if ! were disallowed, there would be no
legal way to gateway uucp<->smtp. gatewaying requires that an
address containing a ! is "just another character" as far as smtp
is concerned (so I can say "ur-valhalla!magoo!jaw@uu.net" and I'm
guaranteed that this will pass correctly through intermediate
systems[2]).

and of course, it is 2002 now, we should not be discussing uucp.

[1] of course nothing prevents authors of non-Internet protocols from
    adopting and applying Internet standards.
