I've been really happy with DCA.  Fixed IP (up to 5, I think), tech
folks who don't assume I'm an idiot, no hosting/NAT restrictions.  I
have the 1.5 Mbps down / 384 Kbps up service, fast enough to X back to
Drexel for emacsen and xterms and such when I want.  It's been quite
solid: my ssh sessions die very rarely.

Sadly they now seem to require you to establish voice service from
Verizon first, which is unfortunate evidence of Verizon being
monopolistic.
