what I did was gpg --export [name] > newfile.gpg (while in the new directory)

Is that all that is required to create a new keyring in a different directory?

I haven't found anything in the docs on creating a new keyring

As mentioned in the previous message, use gpg --export.  If you want
to figure out how to use --export, running 'man gpg' and searching
for --export will provide surprisingly relevant information.
