Odd.  It doesn't have to be quoted in 5.8.6, which is where I tested
this code::

  here.pl

  $y = 'foo';
  $x = <<EOT;
  dog
  cat
  $y
  rat
  EOT
  print "$x\n";

I guess it must have changed somewhere between 5.8.0 and 5.8.6.
