KDE is another desktop environment. Basically, GNOME and KDE add
extra functionality and interoperability to X. Stuff like
drag-and-drop and icons on the root window and other nifty things.

If you mean a window manager, no. KDE _has_ a window manager called
kwm, but you do not have to use kwm to use KDE stuff. The KDE people
haven't made that very clear.

Independent. Use both. Choose whichever you like better as your
desktop environment. I put KDE on newbie boxes, and they prefer it to
Windows. I'm a GNOME person myself.
