that is because that email on the list is from the 1.x migration to 2.x
migration. you are safe to move your .kde directory now. and manually move
settings over. the only app that is very finicky is printing and konqi
if you are just wanting to reset the settings just move the .kde/share/config
directory. this way you only lose settings.
