[PLUG] freelance contracting

What's the going rate ($/hour) these days for freelance consultancy 
in the Philly area? 

What's a typical time frame for a small office integration that includes:

install and configure a freeware or commercial firewall product
NAT for 4 or 5 boxes
configure accounts and email for 6-8 people
