[PLUG] notebook without options

HP said that Microsoft requires them to sell their notebooks
"fully functional", which means with the "newest" Microsoft
OS. Windows XP in this case. I can't buy a notebook
without an OS. I can't buy it with an alternate OS. I
can't get a refund for the unused OS. I guess I can't buy
that notebook!
This makes me sick. Where can I go to have a choice?
