If you're experienced with C, I still use "The Annotated C++ Reference
Manual" (aka "the ARM") by Ellis & Stroustrup (Addison-Wesley). If you're
not, the Deitel & Deitel book "How to Program C++" (Prentice Hall) covers
basics pretty well.
