Sounds like it might be the keycodes problem... though that's strange
for a fresh install.
Anyway, see http://www.debian.org/ports/powerpc/keycodes for symptoms
and fixes to a common keyboard configuration problem on powerpc (it's
for Debian, but gentoo should function similarly in this case).
