I think you can only use special cards to do this, not a modem. I actually have about 14 of these cards from salvaged PCs that I am planning to sell on ebay. I've seen them go for as much as 150 on ebay and 189 from retailers used, but I will sell you one for 100 if you wish. Here is what they are:

I am currently running one with the Intel test programs on a Redhat 7.3 box. You can also look at some software called Bayonne (http://www.gnu.org/software/bayonne/bayonne.html) for more "telephony on linux" info.
