[PLUG] IBM 3480 Tape Cartridge

Can anyone here read an IBM 3480 tape cartridge? Alternatively, can
anyone recommend a conversion house? I'm expecting some voter data
from the Philadelphia City Commissioners and I need to get it up on
Hallwatch as soon as possible.
Any help much appreciated.
