Are you sure you need to do anything?? I see Yahoo doing rate limiting here
all of the time. I do nothing for it though. Yahoo returns a 450 error to my
mail server and the mail server tries again later. At that time Yahoo accepts
99% of the messages. The other 1% bounce mostly because the mail boxes are
full. :-)
