Maybe they did it that way to directly run the bins, rather that with sym-links?

The S and K links have the start order in the link
S20wifi-radar -> ../init.d/wifi-radar
S25bluetooth -> ../init.d/bluetooth
The 2 digit number after the S or K determins the order of events.
