For new projects, I highly recommend it... I don't think I would use anything else. With all the security patches and enhancements... just do it.

Upgrading: As long as you have been watching your deprecations (following that latter 1.2.x releases), and have them down flat... there is no reason not to make the switch. Pagination has been taken out, I highly recommend upgrading your controllers to use WillPaginate. Other plugins might have issues, so you might want to watch out for those. Quick searches through the API and other Rails blogs will help ease that process.
