CGI testing is tough.  Maybe the only book I have that touches on it
is Web Client Programming with Perl by C. Wong, ISBN 1-56592-214-X.

The cheesy book CGI Programming on the World Wide Web by Shishir
Gundavaram, ISBN 1-56592-168-2 mentions CGI Lint, a command-line
debugging and testing tool.

As I understand it (I've read only 30+ pages of XPE), the tests are
written as you think of them and are written to break.  It's like
anticipating the offense in order to create a good defense.
