They're both milestones in Unix epoch time.  It started at midnight
GMT on January 1, 1970.  Last night we reached 1 billion seconds since
then.  On January 8, 2038 we reach 2**31 seconds, which is significant
because the time is stored as a 32-bit signed integer.
