Can this be done without putting all of /etc under CVS, for example?
Maybe that's a reasonable thing to do, just feels like overkill most
of the time.

That's actually related to my long-standing desire to have a
poor-man's netapp snapshotting going on, so I can get back old copies
of files, within reason, even in directories that are otherwise under
CVS control.
