Also try calling Bell Atlantic.  They have certain requirments they must
meet in terms of quaility-of-service.  Its possible the problem may be
on their side, in which case they need to fix it.  You should not have
to run at 9600.  Call and complain!

P.S. - They just fixed a local loop problem for a friend of mine who was
getting disconnected frequently like you.
