Actually there are better ways to go about that. go to www.dyndns.org and they'll let you get SOMETHING.dyndns.org for free and you can use it with a dynamic IP address. You have to update it every time your IP address changes, but there are programs that do that for you. Just run them automatically whenever you connect. It works great for me and I've had no problems connecting to laktar.dyndns.org whenever I'm online.

You have to get a static IP address first.

There are a few places offering free DNS service for registered domains.
Any search engine should find them for you.
