I think piggybacking might break the "rules" or at least change the pricing
structure.  However, I'm sure they would be happy to discuss hubbing a sub-net with
you.  Perhaps you could set up a local wireless net with a range of several 100 to
1000 feet and then resell access with a margin for yourself.  Wireless NIC prices
will hopefully drop from theh $400 range to the $200 range.
