To clarify. They're blocking the SMB ports for external traffic.
This is a good thing. The reason they're doing it is two fold.
1. It keeps network traffic down due to people inadvertantly
sharing their system to the world.
2. Its a small measure of security for the home user. 

A friend was on their pilot program. People used to scan and
try to get into systems all the time. If they _didn't_ block
those ports, a good number of people would be in a bad position.
Your average home user knows nothing about "file sharing" and
whatnot.

Further, if this is an issue and you want to enable SMB access to
your system for god knows whatever reason, you should setup 
SMB over SSL. To my knowlege SSL isnt blocked.
