With dos fdisk you can't set the active (bootable) partition as anything
but the first partition on the first drive.  Though you can install
Windows anywhere you want, I've seen configurations in which they had a
small partition on the first drive, which simply contains command.com,
autoexec.bat, config.sys, msdos.sys, io.sys and all that other crap.
And then Windows98 on a second drive.
