There are wiring testers for outlets that will check to make sure that
it is wired correctly (i.e. The hot and netural are on the correct sides
and the ground isn't hot.) There really isn't too much that you can test
on an outlet - the wiring is just too simple. Variations in voltage are
the electric companies' problem and the only real solution to this is to
use a UPS with heavy surge protection. The testers are a good idea in
any computer tool kit. You wouldn't believe how many times I've had
people complaining that their computer refuses to start when the problem
is a bad/not working outlet.
