They probably don't do it exactly for the reason you want it done,
depending on the customer.

If a customer uses their access to IRC, or do whatever, their is a
possiblity for abuse, and that abuse may go unreported to the ISP if the
ISP's name doesn't appear in logs, or whatever.

Not everyone knows how to traceroute..
