If it does, you got gyped when they installed your splitter.
(And I hope you don't still have any Princess Phones(tm) around, because
they ran 24 volts on that inner pair just to light up the pretty buttons!)

The installer is supposed to run a new CAT5 line from your "demark" and
"splitter" into wherever you want the data jack.  This what Bell Atlantic
does when they install your InfoSpeed service.  (I do have "Professional 
Infospeed" at 1.6Mbps down and 90kbps up, which is faster than a T1 at
1.5Mbps, and which does require the CAT 5 line.)

The alternative techinque is to put a "dongel" (which is actually a
"splitter") on each phone.
This is typically the best solution for a one or two phone apartment.

xDSL service is basically just Data over Voice or DOV.
Voice service runs from 0 to 4Khz (more or less) and the DSL service (ie
the modem) runs from 100Khz to about 2Mhz (more or less). The splitter is
simply a frequency filter for the POTS part. Depending upon which one you
get, most have fixed high ends of 10, 14 or 20KHZ.

The issue of POTS and DSL on the same service is primarily one of your
dial-tone provider. COVAD and Conective Communications do NOT offer POTS
with your DSL service in most areas. I don't know about Peco Hyperion.

When I last researched this back in January Bell Atlantic was the only DSL
provider offering DSL over POTS in the Philadelphia PA area.
