I've found that for PPTP, the PoPToP daemon works great. With debian, it's the "pptpd" package.

PPTP is a hideous protocol - you couldn't pay me to use it! The ONLY reason it ever got adopted in the first place, is that it ships with every copy of Microsoft Windows as the "default" VPN solution.

I would start with FreeS/WAN at <http://www.freeswan.org/>. If it's not a server, then I am sure it can point at you some since there are enough companies out there building appliances based on Linux that do IPSec.
