Debian has this in it's /etc/inittab

~~:S:wait:/sbin/sulogin

So after doing 'telinit 1' to run the rc scripts in /etc/rc1.d it goes to 
level S (done by the LAST script in /etc/rc1.d, does 'exec init -t1 S'
which now will run sulogin and prompt for root password.
