I have a DSL line from Bell, and DCA.NET as an ISP. Have no problems.

Bell's (Verizon, Northpoint, whatever the hell they're calling themselves this week) problems are as an ISP, not a line provider. (Once they actually GET you connected to your ISP, that is ...)
